Cllr Vivienne Windle represents Banister & Polygon ward, first elected in 2019. She currently serves as Chair of the Planning and Rights of Way Panel, is a member of the Cross-Party Working Group developing the city’s new Local Plan, and acts as Older People’s Champion. Vivienne previously chaired the Private Renters Scrutiny Inquiry, focusing on standards and licensing in the private rented sector.

Outside of the council, Vivienne supports her husband, who has Parkinson’s, and attends a French conversation club when she can find the time.

Vivienne stood for election to help improve life for local residents — particularly private renters — and to ensure Southampton grows in a way that meets the needs of its people. She is committed to securing a strong, forward-looking Local Plan, defending the city’s green spaces, protecting trees, and supporting the Green City Charter to improve air quality.

Her approach combines practical experience with a long-term vision for a fairer, cleaner, and more sustainable Southampton — one where everyone can enjoy a safe home, a healthy environment, and a real sense of belonging.
